Yep, because drug use and abuse is demand-based, not supply-based. The reason people buy drugs is not becaused they're being pushed on them, it's because they want the drugs and seek them out.

Prove that the War on Drugs is the reason. The War on Drugs has been waged at pretty much the same level for decades. There's been no change in how we fight it that would trigger a change in drug use.

My guess is that attitudes about drug use have changed. In my view, that is the only way to "win" the war on drugs.

There is plenty of evidence that John Walters is a putrid, lying bureaucrat. I immediately discount anything bearing the ONDCP brand or with his name on it.

Interesting that this is coming out just about a month before the State of The Union Speech.

Overall, the Bush administration said the annual survey funded by the National Institute on Drug Abuse showed an 11 percent drop in illegal drug use in the past two years, slightly surpassing President Bush's goal of a 10 percent reduction during that period.

Of course, the numbers are manipulated to make the President look good. After, it is (or will be) an election year in 2004.

As funny as this sounds, I'm amazed no one has at least partially attributed this to the success of the TV show "The Osbournes" and the fact that teens can very easily see the ill effects of a lifetime of drug abuse.
