Sure it is. It means all available government sources will be activated, and the funding diverted to it to accommodate.

It's like going to "orange" then enforcement is beefed up, intelligence is beefed up, and we are told to understand that our input is important.

I.E. At airports, signs are activated to let the public know that their vehicles are prone to search, I myself, as an airport working resident am informed to pay close attention to ANYTHING unusual and report it. It pays $$, however lack of close attention to TSA agents acting as people trying to gain access to the ramp incognito, can be detrimental to ones employment. So the color bars themselves are a simple representation....(for the residence of Rio Linda) so they can understand, but also it activates all that can help divert an attack, who normally wouldn't put forth as much effort.

I was at the local wal mart tonight and saw 4 county sheriffs doing drive by's every 5 mins outside the store. Un-marked cars as well. This is not a big town but cops were stopping everywhere there was a van or even a car parked in an odd spot.
