if its that bad, go to code red during the holiday period

If and when we go to code red, shopping centers and transportation may be shut down, employers closed. Bad for the holidays.

We were at code red after 9/11 and none of what you suggested happened. Shopping centers stayed open, transportation continued to transport, etc.
