I'm so sick of people asking this question. Why don't you do a little looking for the answer?
1. Go to this site: American Red Cross Homeland Security Advisory System Recommendations for Individuals, Families, Neighborhoods, Schools, and Businesses
2. Click on the chart of threat levels and you will get a detailed explanation of what individuals should do at each threat level. When you get the popup window, click on any color box and you'll see exactly what you should do.
3. Get back to us when you check it out.

Cut back on the coffee. It's making you hysterical.
The useful data would fit on a post-it note. The site would load much faster for those on dial-up if every page did not recommend either giving blood, or offering to set up a blood drive and then giving blood.
I could stomach only so much of the site, but the recommendation for businesses to contact their customers and suppliers to verify that they had precautions in place is so utterly stupid it made me wonder if there was any useful information on the site at all.
Finally, they never once suggested the checking of your firearms and ammunition or making sure your entire family knows where the weapons are and have been at the range regularly training.
