Since you had some trouble parsing: I WISH cops could manage to solve 10% of burglaries. You seem unfamiliar with just how ineffective cops are.
The ATF, on the other hand, has a perfect record of burning down churches with children inside.

BTW, The Port Authority Police Deprtment alone lost 37 officers on 911 -- that's 3% of their force. The NYPD lost 23 others.
You seem unfamiliar with how police forces are made up of -- people -- some who are bad and many who are good.
