Attacking a small town would send a message that you are not safe anywhere That was my first thought as I live in a small town, however when Ridge said it would rival or exceed 9/11, my thoughts turned to bustling cities.

Also remember that AQ like simultaneous attacks - attack on NY City or other large city doesn't rule out small town attacks and vice versa.
