A complex plan incorporates contingencies. Do you think that our bombers planes went out during the war with only one target in mind. You always have 2 or 3 alternatives just in case a) the target has already been hit, b) weather obscures the target, c) the target has moved, d) etc. etc. etc.
Do you honestly believe that these terrorists are so simplistic that they wouldn't have a backup target?
How would you like it if the govt said X is the target, and you happened to live in Y?
