If they know these things, OF COURSE they should reveal them.
Are you saying that if the govt knows that a bomb may explode in my city, they should NOT tell me?

Yes, that's exactly what I mean.
You announce that a bomb is targeting Chicago, and the terrorists drive to Detroit, Indianapolis, Joliet, Milwaukee or any of 100 other cities. Then try to find the bad guys.
Or announce that it's coming in a white van, and they switch to a red yugo or a black chevy or a whatever. Then try to find the delivery vehicle.
Far better to put everyone on alert and let law enforcement focus on the known threats (thereby keeping the terrorists guessing what we know and don't know) than it is to tip off the terrorists that we know their exact plans, allow them to alter those plans and force us into a guessing mode.
