The target or targets could be any large city. Or even a medium sized city. Heck, who knows.

I've become suddenly nervous about the Packers playing at Oakland tomorrow night--and it's not about the Pack needing to win the game.

So hard to second guess but if their intent is to kill the greatest number I'd imagine only a 'large' city would make the largest impact. What's comforting (silly word?)is no mention of biological or chemical attack.
