Yeah, everybody has their car windows wide open in the middle of December when it's 20 degrees outside. And no headlights on at night, either. Those jackbooted thug police! (/sarcasm)

You're kidding, right?
Driving after dark w/ no headlights is a violation of traffic law. Then:
"There was also a smell of marijuana coming from the vehicle, according to a news release from the police department."
Which is probable cause for a vehicle search.
