The timing of this announcement paints a different picture....
right after Saddam is pulled from a hole and starts ratting on his own, loyal followers....
after the US Military uses the information that Saddam gives them to neutralized a good number of those followers....
it sounds like the Libyan Leader might be worried about some things that Saddam may be singing about him....

If Libya announces that they are giving up WMD on their own they look like the good guys. If they wait until Saddam squeals about a WMD link between Iraq and Libya (no source, just a guess) they will appear to be supporters of Saddam and will face having to give up their WMDs any way.

My theory is that Saddam sent the WMD's to Libya, but mostly to Syria. If they pulled off sending several semis full of American Dollars out of Iraq, why not WMD's?

Of course now Lebanon is occupied and controlled by Syria. Funny no one in the ME complains about that...
