My prediction for '04:

The new FEC Chairman Bradley Smith's rulings on issue advocacy groups will essentially silence the Democratic slush fund donors. In the final 60 days of the election, the DNC and RNC will be locked in a hard-money ad battle, and the Dems will spend it all, running themselves dry. The RNC, with their hard-money fundraising lead will saturate the airwaves. The only political ads that the public will see will be from Bush. The public will wonder whether the Democrats have decided to let Bush run unopposed.

I can dream, can't I? :)
