can't they just take it off? Seems this who concept should be under that new expedited system they claim they have.

I went back and read the article more carefully. They were planning on installing the steel AFTER article in Iraq. Still getting an extra 13,000 of 1/4 inch steel to the fight is not a trivial thing.
