The letter arrived after Milosevic, who is serving as his own attorney, attacked Clark's personal character by citing criticism of him by Gen. Hugh Shelton, the former chairman of the Joint Chiefs of Staff, according to officials familiar with the testimony.

He also sought to question the legality of the 11-week NATO bombing campaign against Serbian forces in Kosovo, which is not a country but Serbia's southern province and is inhabited mostly by ethnic Albanians. The prosecution prevented him from doing so, officials said.

During a break in Tuesday's testimony, Clark and the tribunal prosecutors contacted intermediaries who contacted Clinton. The former president swiftly faxed a brief letter to Carla Del Ponte, the chief prosecutor in the tribunal.
