Like I said, look up the comments from the commanding generals that were not happy with his decision.

And when he lobbed another few fruitless missiles at a "camp" in Afghanistan, one day before the impeachment vote in the House, the decision was ran through his usual political mill (they probably took polls) to the point any opportunity to actually do real damage was hours old once the missiles were flying.

Clinton's manly, all-out, two-fisted, rip-snortin' war versus the eeeeeeeeeeeeeevil and debauched aspirin factories of the Middle East was the prototypical instance of Presidential Dog-Wagging.
