It's the poorly constructed sentence of an otherwise bright man who has misspoken because he is lying.

It reminds me of this famous poorly constructed sentence;

"the troops seemed to appreciate seeing myself."

Quick...can you name the famous lying person who uttered this poorly constructed sentence?
