The Bush admin did not know about Bin Laden's plans for years. He had just come into office 7.5 months earlier, was still getting his cabinet set, and had hardly had an opporutniyt to fix all th issues with our stovepiped intel system. You may have issues with President Bush, but this should not be one of them. Large governments (and I am not an admirer of large governments) are not easily changed...thay do not turn on a dime, and often it takes years to make even minor adjustments. That is especialy true in trying to revamp our intel agencies. To have expected Bush to have done this in his first few months in office is unrealistic.
