I guess this means that the whole warehousing racket didn't take off until well after the original act was passed in 1846? Not at all. For the first eight years of it they could still warehouse for a year, which is plenty of time to sell one's merchandise. The extension of the system to three years, aside from being testiment to its success, only further encouraged the warehousing mechanism.
