"done by state or county officials"
Not true. Any CITIZEN can get a stack of registration forms from their political party and have people fill them out. Some political parties will PAY people to do this. However, you are not allowed to specify your party or your candidate. Registration is open to those who are eligible.
When the forms are filled out, they can be turned in to a political party (who will then send them to the local county clerk's office for registration), or they can be taken personally to the county clerk's office.
What this person is doing is trying to get a list of supporters for Dennis. Even though they may eventually turn in the forms, it is illegal to solicit supporters under the pretext of registration.
You should tell your local county elections office about this woman so they can be on the lookout for her.

Sheesh, it sure is different in California. Here you can register to vote at a table set up by supporters of a candidate or party, at a store or the fair, or the pier, as some examples. So they are distributing campaign material as well. Also, you can register with any party -- I had moved in 2000 and re-registered as a Republican at a booth set up by Al Gore supporters. They were very nice about it.
