well, the last chapter of the costitution debacle hasn't been written yet. France and thewir bosom buddy Germany are trying to become one nation who will be in control of Europe. Throw in the children of a lesser Frog, ( Belgium)you can see a power struggle for control. I am sure Hitler's ghost is kicking itself right now as he sees a takeover of Europe and more lebensraum without firing a shot? However, Vichy didn't work before and it won't work this time. One of the worst thing a person can do is not to learn from their mistakes or not to learn from history.

You're probably right. The Frogs and Krauts need someone else to boss around because they're tired of bossing each other. The Belgians are best at cowering in the corner when the bullies come to town, so they'll climb aboard anyone's bandwagon if they think there's some protection in it for them.

Even though I think the EU is a bad idea for Europe and am delighted that the constitutional talks broke down, I agree, the fat lady probably hasn't sung, yet. Someone will try to pull it back together down the road. It may take two more failed tries before the EU constitution is declared dead.
