   *NOTE:  Significant over-the-month changes are calculated at a 90 percent confidence level.  The standard error is used
 for a 1-month change.  The variance for total nonfarm is an approximation because government is not based on a 
 probability sample.  Federal and State government are essentially full population counts and do not contribute to  
 variance.  Local government variance was approximated by extrapolating from the variances for similar size industries.  
 Government significance is a function of the root-mean-square error of the seasonally adjusted estimates.  The  
 root-mean-square error is defined as the difference between the final and preliminary estimates averaged across 
 a series of monthly observations.
