You are correct and incorrect. I would also rather praise Him for a soul saved, but seeing God do what He said He would is also a source of praise.
The Bible tells us that there is no secret sin, there is no way to hide sin forever, and all sin has consequences both here and forever. The first command with promise is to honor our father and mother that our days may be long on the earth. There is no way that this death style honors them, and few of those in this deathstyle have truly long days anymore. We do not rejoice that a sinner has been cut down and now has to face eternal judgement, rather we should mourn for them. At the same time we can and should rejoice that God is true to His word, even if every man had to be shown a liar.
So if someone is simply praising God that a sinner is dead, I also think that is wrong. We should rejoice when God delivers His children from persecution in whatever manner He chooses, but to be happy just because someone died instead of being transformed, I would agree that that is the wrong time and reason for rejoicing.
