I agree about the difficulty of massive conspiracy. My comment only is directed to two things. First, the Clinton administation had a motive to not permit an unfettered investigation, that is to avoid a whole new issue, domestic terrorism during the '96 campaign. It's an issue they know they would not handle well and would give the Dole campaign a real hammer to beat them with. And secondly the resulting official explanation seems so preposterous that a cover-up seems to be the only explanation. But how a coverup is manipulated at that level and among honest hard-working people in the various investigating agnecies, I don't know.
