If, however, you are busy applying your abilities elsewhere I suppose the INS could check the records of the country they are from, use polygraphs, or other time-tested methods.

Mexico doesn't have much in the way of records on dirt poor peasants. Polygraphs? How much would it cost to polygraph every one of several million people entering the U.S. each year.

Again, how do we apply this to the hundreds of thousands who sneak in at night and in the backs of trucks?

I believe that immigrants should pay reasonable fees for whatever costs they incur.
I would like the borders effectively sealed. The way anyone can simply walk into the US with almost anything is a major breach of security.
