You are correct, Onyx. Throughout the 2000 campaign, then-Gov. Bush consistently said he would sign a CFR bill. Although, in my opinion, he should have vetoed the bill, the fact is that by signing it he fulfilled a campaign promise. The man keeps his word.

Thank you. That's my recollection also. McCain made a big deal of it.
