I use the internet over a cable television network. what's the difference? in fact, there will soon be very little difference between the internet and "broadcast" media, since voice and data and video and everything else is going IP.

The intention is anything broadcast by a tv or radio station is affected. Internet over say a cable networks cable system clearly is not currently regulated.
