In this supposed beyond-history universe, the only threats are now so called "rogue nations" and so called "superempowered angry individuals." Somehow, it is similar to the delusional nature of many in late 1860s France, as they scoffed at the suggestions of a small but aware faction that Prussia was preparing for war.
