California: Governor might win, but what does he really want?

In his first press conference as a candidate for governor, standing on the lawn outside Jay Leno's Burbank studios, Arnold Schwarzenegger explained why he thought it was so important to bring job-creating businesses back to California. "When business comes back, revenues come back," Schwarzenegger told a throng of reporters and an international audience, displaying glimpses of the cross-party appeal that would elect him to the state's highest office. "When revenues come back, we can afford all kinds of programs that are very important."

Some conspiracy theorists suspect that Schwarzenegger overreached deliberately, knowing that the Democrats who control the Legislature would reject his proposal and force him to confront them at the ballot box. And given the low regard in which the public holds the Legislature, that could well be a winning political strategy.
