We are at war. We are too "humane" with the enemy. They do not return the hospitality. They know we foolow the rules that no one else does. Indeed, no rule is absolute so long as safety is the issue. IF safety is an issue the rule can be broken. It is a universal rule of transportation, self defense and war.
