Discrimination based on religious beliefs is not permitted by the Constitution, but that is not what was proposed here. The plan is to discriminate among charitable groups based on how much they help the poor...the money IS for the poor, after all.

Lynn isn't making a mistake here, he knows he's twisting 'no discrimination based on religious beliefs' into 'no discrimination among religious groups.'
