If pagans don't have any "faith" then how can they be eligible for "faith-based" funds?
At first I thought this was a quote from the article, but a second reading and a reading of the source page failed to find any reference to Pagans not having any faith. I must assume it is your own opinion based on your religious background.
Faith is not restricted to the three Revealed Religions. Those who follow Shinto, Buddhists, Hindus, primitive animist religions and yes even neo-Pagans have faith.

That's not true at all. I know a pagan group out here that is gathering black goth outfits for distribution for the poor from their charity storefront body-piercing shop where they make sure that the impoverished have an opportunity to mutilate their private parts as much as surly, rich, snide, lazy, manic-depressive upperclass teenagers who hang out in clove-cigarette coffee houses do.
