Is it the norm to keep a ship isolated like this for no reason?

I'm no expert in "ship in port rules", but I don't think it is the norm to keep it isolated. Longview is a fairly decent sized port (not huge but not tiny). I believe when a ship is in port the crew is normally allowed off the ship (so long as papers are in order, etc.) and are free to go wherever they want. Restaurants, bars, etc.
