In most areas, a huge percentage of Mexicans are illegal. If they would close the borders and enforce the laws that are on the books there wouldn't be a problem.

Here they are --- but that can still make it hard to know for sure which is which. It's kind of like the WOD --- sometimes they kick in the wrong door looking for the marijuana plants because someone reported a wrong address. The problems can be addressed without going too far and I think having the wrong people looking for illegals could be worse.
