Since the word "Latino" is masculine, does this mean the "Latinas" (which is feminine) can still shop on December 12?

I think (and I am going back 20+ years to HS Spanish), that when referring to a group, the masculine form of the word takes precedence. So, "Latino" in this case, refers to all of them.

You are correct. When a group is both male and female, the masculine is used.
