Insurers of charter firms have added rider's requiring notice of campagne or political charters due to the enormous "gotta get there" pressure applied by the customers, Ala' Wellstone, to only then blame the same charter firm later for any crash.

They will not take "No-Go" as an answer. It's like their ego's are too big until they are a Heinze grease-spot. They will berate any charter operator and even threaten to sue them for nonperformance under a contract if the crew tells a Wellstone type that it's below minimums at their wanting destination or departure point.

A charter firm can legally depart in zero-zero conditions if they want to.

While in the USAR I have flown with a few pilots in bad weather. You can read their minds, "I've got to get home".

While you are above the weather, it doesn't seem like much of a problem even if you are climbing out of it. But, coming down in bad weather especially when it is dark, famous last words kind of go like this, "Damn that looks like a tree". Followed by a thud.
