Recently, several memos drafted by Senate Democrats have been leaked to the press. One memo, from the Intelligence Committee, exposes a Democrat plan to use the awesome power and resources of that committee as a political weapon against the president. The other memos detail how powerful left-wing lobbyists pressured Democrats to impermissibly oppose judicial nominations based on race and gender. Now the Democrats are outraged

An unlocked car is still private property... to take something from it you must enter the car. These files were shared/public access, rather than taken.

The files may well have been on a shared server but that doesn't mean they were public, or accessible to everyone on the server. They were in the folders (private) files of the author. Whoever got the files had to breach the trust/confidence of their owner/writer. I think the example of taking something from an unlocked car, or coat in a closet is about right. Maybe not a theft, but at least dishonest & underhanded.

when a car is recovered here in TX if the keys are in it and it was unlocked, (no sign of forced entry) it's not called stolen.

friend found this out hard way back in 88-89 I think it was.

he was out major $ cleaning up the mess from the joyride...

Insurance CO said hey, it wasn't stolen dude, its non collision damage (hideous deductable)

What if the door was unlocked and the keys were not in it - in other words it was "hot wired"? If the door to your house (trailer) is left unlocked 7 someone just happens to walk in and leave with your TV & stereo - are they stolen?
When I lived on Nantucket you didn't have to worry about your car being stolen - it couldn't get off the island unless it went by boat & the police knew every car & it's owner.
