Unfortunately, this ruling exposes ALL of us to increased risk. All the terrorists have to do is move their support operations to San Francisco, and they will be able to operate above the law.
Perhaps they can rent some space across the street from the Federal Courthouse.
In truth, this has to be one of the worst reasoned opinons coming from the 9th, and that is saying a lot.
I wonder if conspiracy laws are also going to be unenforcable on free speech grounds in San Francisco?
