Every engineer is absolutely certain he knows the best way to build a product.

I don't know the best way to build a bridge, but that doesn't mean that I couldn't spot a poorly-built bridge.

If you do not know what consideration go into designing a bridge, how could you possibly tell if the bridge is any good? No one is prohibited from having an opinion. In some topics (e.g., politics) you don't need special expertise to have a reasonable opinion. In others (e.g., bridge design) unless you have specialized knowledge and training your opinion is not very useful. Living systems are a great deal more complicated then bridges.
