Should the state go $15 billion in debt to cover the mistakes of former Gov. Davis? That's the most important discussion in the Legislature this week as Gov. Arnold Schwarzenegger advances his agenda.
The money would cover the $12.7 billion in bonds that Gov. Davis pushed through the Legislature, which apparently are running afoul of the state Constitution. Already, $2 billion in borrowing from the state pension fund has been ruled illegal in state court; and $10.7 billion in "deficit bonds" not yet issued is being challenged in court. The $15 billion would replace those bonds and bring them in line with constitutional requirements, as well as cover $2.3 billion of the $4 billion car tax cut Gov. Schwarzenegger just enacted.

Schwarzenegger: 'Failure is not an option'
Some comments from Gov. Arnold Schwarzenegger during a session with reporters on Monday:
On what to expect this week in the Capitol: "It's boiling up to some good action this week."
On fighting for his budget through the Legislature: "Failure is not an option. It just doesn't exist. I never went into a competition of weightlifting or power lifting or bodybuilding with 'What if I can't lift this weight?' or 'What if I cannot make it?' or 'What if this movie tanks at the box office?' or 'What if I hurt myself when I do this stunt?' If you go through life like that, you can't make it."
On cutting out programs, saying earlier governors told him he would have to make tough decisions: "I hate making cuts, OK? Because it hurts. ... I know how valuable all programs are. ... I understood last week what that meant for the first time. ... These are painful decisions to take away money from people."
On life in the Capitol: "All the things that I have been warned about, the partisanship here, that no one would be agreeable, has not happened. I thought there was a great working relationship here and I hope it will continue this week."
On his $15-billion borrowing plan: "Let's go for it."
Well Ahrnuld, did you & your socialists ever think about taking money away from the TAXPAYERS thru these tax & spend abominations?? Probably this is just an after thought. Get some brains & start listening to the guy who should be governor.
All programs are valuable? Well, I suppose they are of value to someone, particularly those that reap a monetary benefit from the programs. But I would venture a guess that a huge number of the state programs are not of benefit to most Californians, and cost huge amounts of money. I would also venture a guess that if many of these programs were eliminated, most of us wouldn't even notice they were gone.
Painful decisions to take money away from people? What money? What people? Is the Governator referring to taking money away from people running programs, or taking money away from the people paying the taxes to keep programs going? I know it's plenty painful when the legislature takes money away from me to fund their pet programs.
If you think the current scheme lacks common sense wait until the permanent solution is rolled out.
