Your civics lesson for the day. The elastic clause of Article 1, Section 8 reads:
"[Congress has the power] [t]o make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the government of the United States, or in any department or officer thereof."
Requiring Federal IDs for employment is necessary and proper for the carrying into execution of Congress's power to set immigration policy.

Inasmuch as your proposal directs its burden at citizens rather than at illegal aliens, it is not proper.
Back to the drawing board for you, I'm afraid....
