I think they know laws won't be followed. They just need more laws so that anyone can be found guilty of something, at any time need be. A stealth version of tyranny.

A stealth version of tyranny.

A wise observation.

Corruption and tyranny seek people who can be persuaded of the necessity for new laws.
Corruption and tyranny seek people who can be persuaded to ignore existing law.
Corruption and tyranny appeal to the good intentions of these people.

But we all suffer the corruption and tyranny of the good intentions of these very stupid people.
