How about the Constitution as it existed before 1861:
1. The Federal budget will be limited to one million dollars.
2. The US Army will consist of fifty horsemen armed with pistols and carbines.
3. The Federal goverment will run the Post Office, but there will be no stamps with a face value of more than 10 cents.
