Elizabeth Dole is a classic upper-crusty Republican by background and education. All these social issues you cite are about her courting the women's vote on the "Hillary Cluster" issues, plus most women's always wanting to feel safe, even at the price of liberty and progress. If the human race had listened to such women, we'd still be living under rock shelters and eating raw bison. But Liddy Dole courts them and reflects their concerns. She wants to be a Women's Candidate and ride into the White House of a newly feminized America on an estrogen-soaked platform that would turn the stomachs of our conservative sisters who know what it's really all about, and that without freedom we'd have nothing, especially if we were never willing to risk a bloody nose.
At the end of the day, I don't think you could wedge a credit card between Liddy Dole and Beast Woman herself on the "Hillary Cluster" issues.
