Military expenditures = authorized by the Constitution, understood by conservatives to be an obligation of the federal government. Federal subsidies for pills for greedy old farts = unConstitutional and obvious vote-pandering by the CINC.

Even Wilson had the courtsey to get war bonds.
Once the printing press starts to solve some immediate emergency welfare follows. It was only the recent generations of so-called 'conservatives' easily frightened by cave dwellers, that hysterics allowed for the DC-tax regime to launch endless wars abroad and endless welfare at home.
