Again, it is common for an arresting agency to have charges dropped because the prosecutorial agency feels there hasn't been enough investigative work done before such an arrest is made.

A DA will often decline prosecution, tell the police detective to pursue further investigative leads, and present the case again to the prosecutorial agency for another filing decision.

I used to work for a felony intake deputy in Sacramento, CA and it was quite common.
