Actually that is rather common. There is always a separation from the arresting agency and the prosecutorial agency.

I think something was quite different in this case, but can't recall what it is.

I remember reading reports that the DA's office was FURIOUS that Bryant was arrested without consultation of the DA's office; and I remember reading that it had happened before and the case had to be withdrawn.

I'll see if I can find it.
