" I'm not going to cut dog food for blind people."

Is there actually a Dog Food For Blind People program in Calfornia? It wouldn't suprise me if there was one.

If there were, it's just where I would start cutting.

I think that statement is one of Arnold's famous lines. Its not from a movie but it sure sounds like it.

Is Arnold referring to funding seeing-eye dogs for blind people rather than poor people eating dog food?

Probably has its own dedicated department in Sacramento, with field offices throughout the state.
