Do they also blast that weird polka music with the accordians, silly little horns and caterwauling voices in Spanish in the middle of the night while standing around their cars drinking beer?

They do that here. A lot of apartment complexes have had to put the fear of God into them about that or they just do as they please with no regard for anybody else.
