Thats genetically impossible seeing as how blue eyes are a recessive trait and unless both parents had white parents it would be absolutely impossible. Your neighbor either adopted or had an affair AND would have had to have had a white parent.

Not quite, because blues eyes are recessive it is possible for brown-eyed people to carry the gene. But to have blue eyed offspring *both* parents need to carry the gene (ie have some ancestry - not not necessarily immediate parent)
What is impossible is for two blue-eyed parents to have offspring with dark eyes.
