Actually, they were a pretty damn accurate rifle. The reason they were so cheep is that they were pre-WWII Italian Army surplus and over 100,000 (unused -- dropped once) were dumped on the market in that time frame.

$9.95 was about equal to $150 to $200 in today's dollars, about the price of surplus rifles today.

Not a "great" rifle, but..
